First you have to open search and search for Services, and locate the ClipSVC service. Check the status of the service and If it is running, right click on it and then click on Stop in order to Start it again after.if it is not running, right click on it and then click on Start
The problem comes up when you receive an error while trying to start the service. For that you can download a Registry Editor that will automatically do that for you
Download the Registry Editor by clicking HERE.
